While the preliminary injunction against the order is slated to go into effect in 10 days, it only applies to cruise ships sailing out of Florida. And once the injunction is in place, the CDC’s conditional sail order will become a “non-binding ‘consideration,’ ‘recommendation’ or ‘guideline,’ the same tools used by CDC when addressing the practices in other similarly situated industries, such as airlines, railroads, hotels, casinos, sports venues, buses, subways, and others.”
